Be it enacted by the General Assembly of Virginia:

1. §1. That the Secretary of Public Safety and Homeland Security shall convene a work group to study the use of chemical restraints in state and local correctional facilities, including the use of such restraints by third-party health providers. The work group shall be composed of at least one representative from each of the following groups: the Office of the State Inspector General, the Department of Corrections, the Department of Health, the Department of Behavioral Health and Development Services, the Virginia Sheriffs' Association, the Virginia Association of Regional Jails, and such other stakeholders as the Secretary of Public Safety and Homeland Security shall deem appropriate. The work group shall report its findings and recommendations to the Secretary of Public Safety and Homeland Security and the Chairmen of the House Committee for Courts of Justice, House Committee on Public Safety, Senate Committee on the Judiciary, and Senate Committee on Rehabilitation and Social Services by December 1, 2023.
