Be it enacted by the General Assembly of Virginia:
1. That the Code of Virginia is amended by adding a section numbered 2.2-3902.1 as follows:
§ 2.2-3902.1. Unlawful discrimination.
It is an unlawful discriminatory practice for any state agency or political subdivision in the Commonwealth to support, implement, recognize, or utilize any program, process, or procedure that conveys or denies a benefit, advantage, or privilege to an individual based solely on such individual's race, sex, or ethnicity.
