10103308D Be it enacted by the General Assembly of Virginia: 1. §1. The Department of State Police, in cooperation with the Secretary of Public Safety, shall develop a plan for the issuance of concealed handgun permits to Virginia residents that are valid for the lifetime of the permittee. §2. The plan required by §1 shall include, but not be limited to: 1. A process whereby an applicant shall apply for a concealed handgun permit directly to the Department of State Police, instead of to the clerk of the circuit court of the jurisdiction in which he resides as is currently required by subsection D of § 18.2-308; and 2. Once a permit has been issued, a process whereby such permit shall be revoked by the Department of State Police if the permittee is found to have become disqualified to hold a concealed handgun permit pursuant to §18.2-308. §3. The Department of State Police and the Secretary of Public Safety shall submit the plan, along with any recommended legislative changes necessary to implement the plan, to the Chairmen of the House Committee on Militia, Police, and Public Safety and the Senate Committee for Courts of Justice no later than October 15, 2010.
