14100037D Be it enacted by the General Assembly of Virginia: 1. That the Code of Virginia is amended by adding in Chapter 15 of Title 2.2 a section numbered 2.2-1514.1 as follows: §2.2-1514.1. Specific appropriation required to use federal funds. No state department, agency, or other state entity nor any state official, officer, or employee shall disburse, allot, use as collateral, encumber, commit, or in any way use any moneys or funds from the federal government or any other federal department or entity, including any federal government corporation, unless there is in effect an appropriation enacted by the General Assembly that specifically describes or defines such moneys or funds and how they are to be used. |
