Be it enacted by the General Assembly of Virginia:

1.  §1. Notwithstanding any contrary provision of law, no revenues of the Commonwealth, including any authority, board, department, instrumentality, institution, agency, or other unit of state government, or any county, city, or town, shall be allocated, paid, or expended in connection with any construction project if the project or phase of the project is subject to a project labor agreement.
