Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding in Chapter 6 of Title 33.1 a section numbered 33.1-350.1 as follows:

§33.1-350.1. Local ordinances prohibiting interfering with or impeding runoff of storm water on certain highway rights-of-way.

The governing body of any locality may by ordinance prohibit any person from interfering with or impeding in any manner [ within the Department of Transportation's right-of-way ] the runoff of storm water into [ or out of ] any [ culvert or drain storm water management facility, culvert, drain, ditch, or other drainage feature ] on any highway right-of-way controlled by the Department of Transportation.
