Reports accompanying the Budget Bill. The Chairman of the House Committee on Appropriations and the Chairman of the Senate Committee on Finance shall provide to each member of the General Assembly a report document separate from the conference committee report on the budget that identifies the following by item number, narrative description, dollar amount, and name of the member of the General Assembly who inserted the provision in conference: (i) any nonstate appropriation; (ii) any item in the conference report that was not included in the Budget Bill(s) as passed by either the House or the Senate; and (iii) any item that represents legislation that failed in either house during the regular or a special session.
