Be it enacted by the General Assembly of Virginia:

1.  That § 63.2-1952 of the Code of Virginia is amended and reenacted as follows:

§63.2-1952. Interest on debts due.

Interest at the judgment interest rate as established by § 6.2-302 on any arrearage pursuant to an order being enforced by the Department pursuant to this chapter shall be collected by the Commissioner except in the case of a minor obligor during the period of his minority. Payments collected by the Commissioner on any arrearage pursuant to an order being enforced by the Department pursuant to this chapter shall be applied first to the interest associated with the arrearage and then to the arrearage. The Commissioner shall maintain interest balance due accounts.
