Be it enacted by the General Assembly of Virginia:

1. §1. The Department of Transportation (the Department) shall review the tolls, fines, and penalties assessed on the Dulles Toll Road and the Dulles Greenway. In conducting such review, the Department shall consult with the operators of such highways. The Department shall (i) compare such tolls, fines, and penalties to those assessed on other highways in the Commonwealth; (ii) determine if any such tolls, fines, and penalties are excessive; and (iii) make recommendations for ensuring such tolls, fines, and penalties are fair and reasonable. The Department shall issue a report of its findings and recommendations, if any, to the Chairs of the House and Senate Committees on Transportation by November 1, 2024.
