12103961D WHEREAS, the basic framework for a national government is found in the Constitution of the United States, and the framers of the Constitution carefully apportioned power between the branches of government and power between the federal government and the states to facilitate a system of checks and balances; and WHEREAS, in recent years, states and localities have acted as the principal agents of implementation of federal government programs and regulations; and WHEREAS, the states and federal government share many common problems and issues for which mutual solutions may be identified through dialogue among federal and state policy makers; and WHEREAS, the Virginia General Assembly seeks to provide a public forum whereby state legislators and United States Senate members of the Virginia Congressional Delegation may address a range of public policy matters for which both federal and state governments have responsibility; now, therefore, be it RESOLVED by the House of Delegates, the Senate concurring, That the United States Senate members of the Virginia Congressional Delegation are hereby invited to address the Virginia General Assembly in joint session to discuss public policy issues within the domains of federal and state governments; and, be it RESOLVED FURTHER, That the Clerk of the House of Delegates transmit a copy of this resolution to the Honorable James Webb and the Honorable Mark R. Warner, members of the United States Senate of the Virginia Congressional Delegation, so that they may be apprised of the sense of the General Assembly of Virginia in this matter. |
