WHEREAS, the local application and permitting process is critical in efforts to promote economic development in the Commonwealth; and
WHEREAS, local application and permitting requirements can vary significantly from locality to locality; and
WHEREAS, unnecessary red tape and delays can prove costly and hinder economic development; and
WHEREAS, residential, commercial, and industrial development could all benefit from a more uniform and streamlined local application and permitting process; and
WHEREAS, such efforts are currently occurring on a piecemeal basis at various localities throughout the Commonwealth; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That localities be encouraged to develop a more uniform and streamlined permitting process. Such an effort would benefit from having the Virginia Association of Counties and the Virginia Municipal League take the lead in developing a model application and permitting process while utilizing the best practices from localities throughout the Commonwealth; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates transmit a copy of this resolution to the Virginia Association of Counties and the Virginia Municipal League, requesting that the organizations further disseminate copies of this resolution to their respective members so that they may be apprised of the sense of the General Assembly of Virginia in this matter.
