WHEREAS, Alicia Inez Bowler Lugo, a dedicated educator and civil rights advocate from Charlottesville, died on December 21, 2011; and WHEREAS, a native of Charlottesville, Alicia Lugo attended segregated Jackson P. Burley High School and graduated from Hampton University, returning to Charlottesville to teach as the schools were desegregated; and WHEREAS, passionate about the importance of education, Alicia Lugo worked diligently to create a positive learning environment in which all students could excel in their endeavors; and WHEREAS, Alicia Lugo provided valuable insight and leadership as she served on the Charlottesville City School Board, including five years as chair; and WHEREAS, Alicia Lugo worked with FOCUS, a nonprofit agency serving women and families, to develop Teensight, a program that addresses teenage pregnancy and encourages students to complete their education; and WHEREAS, associate director and then executive director of Teensight, Alicia Lugo touched the lives of local youth as she taught classes on parenting skills and goal setting and served as an exemplary role model; and WHEREAS, an admired community leader, Alicia Lugo served on numerous local boards, including the City's electoral board, the Region 10 Mental Health board, and the Charlottesville Redevelopment and Housing Authority board of commissioners; and WHEREAS, a savvy businesswoman, Alicia Lugo worked alongside other interested community members to help fund and create WLJL FM Savvy 107.5, the first minority-owned radio station in the region, and ran Rose Hill Market, a neighborhood favorite; and WHEREAS, Alicia Lugo won numerous awards and accolades for her tremendous contributions and the City of Charlottesville honored her by adding her name to the Drewary J. Brown Memorial Bridge as a community bridge builder; and WHEREAS, a remarkable woman, Alicia Lugo valued the worth of all individuals and spent her life working to open the doors of opportunity for everyone; now, therefore, be it RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby note with great sadness the loss of a spirited community advocate and beloved educator, Alicia Inez Bowler Lugo; and, be it RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Alicia Inez Bowler Lugo as an expression of the General Assembly's respect for her memory. |
