WHEREAS, air emergency medical services vehicles are capable of traveling at higher speeds than land emergency medical services vehicles; and

WHEREAS, air emergency medical services providers are capable of servicing a wider coverage area than land emergency medical services providers; and

WHEREAS, air emergency medical services are a particularly valuable resource in rural areas; and

WHEREAS, air emergency medical services are often a vital component of the successful treatment of trauma-related injuries; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the Virginia State Police be requested to study the availability and affordability of air emergency medical services throughout the Commonwealth. In conducting its study, the Virginia State Police shall (i) determine current availability of air emergency medical services throughout the Commonwealth; (ii) determine current costs associated with air emergency medical services throughout the Commonwealth, including costs to the Commonwealth and costs to individual consumers, and compare such costs with the cost of air emergency medical services in other states; and (iii) determine the feasibility of and barriers to expanding air emergency medical services throughout the Commonwealth.

All agencies of the Commonwealth shall provide assistance to the Virginia State Police for this study, upon request.

The Virginia State Police shall complete its meetings by November 30, 2020, and shall submit to the Governor and the General Assembly an executive summary and a report of its findings and recommendations for publication as a House or Senate document. The executive summary and report shall be submitted as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents and reports no later than the first day of the 2021 Regular Session of the General Assembly and shall be posted on the General Assembly's website.
