WHEREAS, Joseph Charles King, a hardworking public servant who had retired as city manager of Danville in 2015, died on December 26, 2015; and WHEREAS, the son of a dental missionary, Joseph "Joe" Charles King grew up in Indonesia; he returned to the United States to complete his education and earned bachelor's and master's degrees from Virginia Polytechnic Institute and State University; and WHEREAS, over the course of his 40-year career in government, Joe King worked to strengthen and enhance communities in five states; he came to Danville as assistant city manager in charge of utilities in 2002; and WHEREAS, Joe King became deputy city manager in 2009 and city manager in 2010; he helped create multiple programs and projects that bettered the quality of life of his fellow Danville residents; and WHEREAS, during his tenure, Joe King established the Safe and Sound Neighborhood Program and the River District Development Program, both of which earned state recognition; and WHEREAS, Joe King led efforts to remove blighted structures and help new neighborhoods grow; his sound financial management also helped the City of Danville achieve an upgraded bond rating and outlook; and WHEREAS, a clear and focused communicator, Joe King prioritized transparency in government and strove to ensure that citizens understood laws and local programs; and WHEREAS, Joe King will be fondly remembered and greatly missed by his wife of 42 years, Kathy; sons, Adam, Noah, Jesse, and Jacob, and their families; and numerous other family members and friends; now, therefore, be it RESOLVED, That the House of Delegates hereby note with great sadness the loss of Joseph Charles King, a dedicated public servant in Danville; and, be it RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Joseph Charles King as an expression of the House of Delegates' respect for his memory. |
