WHEREAS, D. Thomas Ross, a distinguished public servant and community leader, concluded his tenure on the Fairfax City Council on December 31, 2024; and
WHEREAS, a resident of Fairfax City since 1980, Thomas Ross holds a bachelor's degree in recreation education and a master's degree in public administration from Northeastern University; and
WHEREAS, Thomas Ross served his country with honor and distinction as a member of the United States Air Force; and
WHEREAS, Thomas Ross retired from his career in the federal government in 2006 as the assistant director for recreation and conservation with the National Park Service before serving as the executive director for the Maryland Recreation Parks Association until his full retirement in 2011; and
WHEREAS, Thomas Ross faithfully served the residents of the City of Fairfax over two terms on the Fairfax City Council, working tirelessly to ensure the community's health, prosperity, and welfare; and
WHEREAS, Thomas Ross supported the City of Fairfax's responsible development as a member of Fairfax City Citizens for Smarter Growth, the Charter Commission, the Fairfax 2020 Commission, and the Planning Commission, which he served for three years as chair; and
WHEREAS, Thomas Ross served as chair of the City of Fairfax Electoral Board and was a valued participant in various advisory studies, including the city's Van Dyck Master Plan; and
WHEREAS, beyond his service on the Fairfax City Council, Thomas Ross has made an impact locally as the president of the neighborhood associations of Fairview and Old Lee Hills; and
WHEREAS, Thomas Ross has given generously of his time volunteering with Little River United Church of Christ in Annandale, serving as a cub scout leader with Troop 1887 of the Boy Scouts of America, and assisting a swim program for disabled young adults; and
WHEREAS, through his integrity, work ethic, and unwavering commitment to the well-being of others, Thomas Ross has helped to make Fairfax City a wonderful place to live, work, and raise a family; now, therefore, be it
RESOLVED by the House of Delegates, That D. Thomas Ross hereby be commended as he concludes his tenure on the Fairfax City Council; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to D. Thomas Ross as an expression of the House of Delegates' admiration for his contributions to Fairfax City and the Commonwealth and best wishes for his future endeavors.
