WHEREAS, Curtis O. Porter, a native of Prince William County with over 200 years of family history in Prince William County, has served the citizens and residents of Prince William County, the Commonwealth, and the United States in various capacities both professionally and voluntarily; and
WHEREAS, Curtis Porter earned a degree in sociology from Virginia State University and subsequently did graduate work at Virginia Polytechnic Institute and State University and Nyack College, which is now Alliance University, with a focus in urban affairs and organizational leadership; and
WHEREAS, in 1981, Curtis Porter began his professional career as the special program coordinator for the 31st Judicial District Court Service Unit in Manassas, administering the courts community service, volunteer, and shelter home programs; and
WHEREAS, in 1984, Curtis Porter was the recipient of a Meritorious Award in the Field of Juvenile Justice Probation for his work in diverting over 100 runaway and homeless youth from secure detention to volunteer host home families; and
WHEREAS, in 1987, Curtis Porter was selected to serve as the senior assistant director of Volunteer Emergency Families for Children (VEFC), a faith-based host home program serving runaway and homeless youth and other youth in at-risk situations throughout the Commonwealth and the Research Triangle area of North Carolina; and
WHEREAS, as senior assistant director of VEFC, Curtis Porter secured federal, corporate, and nonprofit funding to support the organization's mission; and
WHEREAS, Curtis Porter was appointed by the Honorable Governor L. Douglas Wilder to serve the citizens and residents of the Commonwealth on the State Criminal Justice Services Board, the Virginia Advisory Committee on Juvenile Justice and Prevention, and the Virginia Interagency Coordinating Council; and
WHEREAS, in 1995, Curtis Porter began his federal career in the Family and Youth Services Bureau and the Administration on Children, Youth, and Families within the United States Department of Health and Human Services' Administration for Children and Families; and
WHEREAS, over the past 29 years, Curtis Porter served the nation in various capacities, to include serving as the acting associate commissioner and acting deputy associate commissioner of the Family and Youth Services Bureau, director of the Runaway and Homeless Youth Division and special assistant to the associate commissioner of the Administration on Children, Youth, and Families; and
WHEREAS, as acting associate commissioner of the Family and Youth Services Bureau, Curtis Porter represented the United States Department of Health and Human Services on a trip to New Orleans with First Lady Laura Bush, visiting the New Orleans Charter Science and Mathematics High School during its recovery from Hurricane Katrina; and
WHEREAS, during his 29 years of federal service, Curtis Porter had the opportunity to oversee the nations' runaway and homeless youth, adolescent pregnancy and domestic violence prevention efforts, and programs mentoring children of prisoners; and
WHEREAS, over 43 years of serving children, youth, and families, Curtis Porter has been the recipient of numerous awards and recognitions, including the United States Department of Health and Human Services' Secretary's Award for the Mentoring Children of Prisoners Program and the Administration for Children and Families' Assistant Secretary's Award for Exemplary Leadership; now, therefore, be it
RESOLVED by the House of Delegates, That Curtis O. Porter hereby be commended for his exceptional service and enduring impact on the Commonwealth and the nation on the occasion of his retirement from federal service on December 31, 2024; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Curtis O. Porter as an expression of the House of Delegates' admiration for his legacy of exceptional service to the Commonwealth and the nation.
