Commending Stephen Rau.

WHEREAS, Stephen Rau, an esteemed law-enforcement officer and captain of the City of Falls Church Police Department, has admirably served the Falls Church community for more than 30 years; and
WHEREAS, a retired veteran of the United States Army and United States Army Reserve, Stephen Rau began his career with the City of Falls Church Police Department (FCPD) in September 1994 as a member of the Uniformed Patrol Division; and
WHEREAS, during his time as a patrol officer, Stephen Rau developed and delivered a regionally recognized false identification detection training program for law enforcement, while also receiving numerous commendations for meritorious actions during his assignment; and
WHEREAS, in August 1999, Stephen Rau was selected as the FCPD's first school resource officer and was assigned to what were formerly George Mason High School and George Mason Middle School in Falls Church; and
WHEREAS, as a school resource officer, Stephen Rau played a key role in developing school crisis plans and security protocols and in implementing the city's original school video surveillance system; and
WHEREAS, Stephen Rau contributed to his fellow officer's development through countless presentations on the curriculum Class Action: Virginia Teens and the Law and topics such as gang reduction, driver education, constitutional law, speed measurement, Internet safety, and drug and alcohol awareness; and
WHEREAS, in January 2014, Stephen Rau was promoted to lieutenant and assigned as a watch commander in the Uniform Patrol Division, a position in which he planned and commanded numerous special events; and
WHEREAS, in August 2019, Lieutenant Rau was promoted to captain, assuming command of the Uniform Patrol Division; during his tenure as commander, he implemented the body-worn camera program, managed the video enforcement program, and introduced the City of Falls Church government's first electric vehicles; and
WHEREAS, Stephen Rau stands as one of the steadfast pillars of the FCPD and has contributed greatly to the safety and security of the Falls Church community over the past three decades; now, therefore, be it
RESOLVED by the House of Delegates, That Stephen Rau hereby be commended for his more than 30 years of service with the City of Falls Church Police Department; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Stephen Rau as an expression of the House of Delegates' admiration for his contributions to Falls Church and the Commonwealth.
