WHEREAS, Sheila C. Haughey, a distinguished attorney who has represented children in the legal system as a guardian ad litem for 35 years, received the Lifetime Service Award from the Charlottesville Albemarle Bar Association in 2024; and

WHEREAS, a native of Battle Creek, Michigan, Sheila Haughey graduated cum laude from the University of Michigan School of Law, then moved to Charlottesville, where she served as an assistant city attorney, deputy city attorney, and city attorney in the 1980s; and

WHEREAS, Sheila Haughey worked closely with the Charlottesville Department of Social Services and continued to specialize in family and juvenile law when she went into private practice at the firm Snook & Haughey, P.C., with her husband, Lloyd Snook; and

WHEREAS, in addition to her work as an attorney and a guardian ad litem, Sheila Haughey served the General District Courts and Juvenile and Domestic Relations District Court in the 16th Judicial District of Virginia as a substitute judge for 25 years; and

WHEREAS, Sheila Haughey mentored aspiring attorneys as an adjunct professor and supervisor of the Family Law Clinic at the University of Virginia School of Law from 1989 to 2001; and

WHEREAS, highly admired in the legal profession, Sheila Haughey served as president of the Charlottesville Albemarle Bar Association and empowered women attorneys as a cofounder and the first president of the Charlottesville Area Women's Bar Association; and

WHEREAS, Sheila Haughey has also volunteered her leadership and expertise to the boards of family services and legal aid organizations, as well as youth athletics organizations, parent-teacher organizations, and other community initiatives; now, therefore, be it

RESOLVED by the House of Delegates, That Sheila C. Haughey hereby be commended for receiving the Charlottesville Albemarle Bar Association's Lifetime Service Award; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Sheila C. Haughey as an expression of the House of Delegates' admiration for her outstanding contributions to the legal field and service to children and families in need.
