Be it enacted by the General Assembly of Virginia:

1.  §1. Notwithstanding any contrary provision of law, approval of AMENDMENT NO. 4 to the LEASE of the METROPOLITAN WASHINGTON AIRPORTS by the Governor must be preceded by an affirmative vote supporting the amendment by both houses of the Virginia Legislature.
