A BILL to amend the Code of Virginia by adding in Article 1.1
of Chapter 8 of Title 46.2 a section numbered 46.2-819.11, relating to
enforcement of private tolls; vehicle registration.

Be it enacted by the General Assembly of Virginia:
1. That the Code of Virginia is amended by adding in Article 1.1 of Chapter 8 of Title 46.2 a section numbered 46.2-819.11 as follows:
§46.2-819.11. Withholding of vehicle registration prohibited for certain unpaid tolls.
Notwithstanding any other provision of law, the Commissioner shall not refuse to issue or renew the vehicle registration certificate or the license plate issued for a vehicle or vehicles solely because of unpaid tolls, administrative fees, or penalties owed to the private operator of any toll facility in the Commonwealth.
