A BILL to amend the Code of Virginia by adding in Chapter 1 of
Title 8.01 a section numbered 8.01-4.4, relating to standing in civil actions.

Be it enacted by the General Assembly of Virginia:
1. That the Code of Virginia is amended by adding in Chapter 1 of Title 8.01 a section numbered 8.01-4.4 as follows:
§8.01-4.4. Standing.
A person in a civil action shall be deemed to have standing if that person has a cognizable interest in the outcome of the matter, which may be represented by the ownership of an affected property interest or the suffering of an injury unique to that individual.
