SENATE BILL NO. 880
AMENDMENT IN THE NATURE OF A SUBSTITUTE
(Proposed by the Senate Committee on Finance
on February 7, 2018)

A BILL to amend the Code of Virginia by adding a section numbered
22.1-98.3, relating to the composite index of local ability to pay; certain
counties.
Be it enacted by the General Assembly of Virginia:
1. That the Code of Virginia is amended by adding a section numbered 22.1-98.3 as follows:
§22.1-98.3. Composite index of local ability to pay; factors.
A. For the purpose of determining the state and local shares of basic aid funding of any county in Planning District 17 within which there is a school division composed of a town, the composite index of local ability to pay shall be calculated in the same manner as it would be if there were not a school division composed of a town within such county.
B. The composite index of local ability to pay of any other locality not referenced in subsection A shall not be adjusted as a result of this section.
