AMENDMENT IN THE NATURE OF A SUBSTITUTE

(Proposed by the Senate Committee on Agriculture, Conservation and Natural Resources

on January 21, 2025)

A BILL to direct the Waste Management Board to develop guidance to collect, recycle, store, and transport discarded mattresses and waste tires.

Be it enacted by the General Assembly of Virginia:

1. Ā§ 1. That the Waste Management Board (the Board) shall develop guidance by October 1, 2025, to enable statewide collection, recycling, storage, and transportation of discarded mattresses and waste tires that reduce the disposal of such mattresses and waste tires in landfills and the stockpiling of such mattresses and waste tires significantly by 2027. In developing the guidance, the Board shall consider incorporating any U.S. Environmental Protection Agency regulations and funding opportunities. Such guidelines shall include a recommended enhanced fine for any person that improperly disposes of a mattress or waste tire in the Commonwealth. All agencies of the Commonwealth shall provide technical assistance to the Board upon request. The Board shall report its recommendations on guidance for the reduction of the improper disposal of mattresses and waste tires and the reduction of the disposal of mattresses and waste tires in all landfills in the Commonwealth to the Chairmen of the Senate Committee on Agriculture, Conservation and Natural Resources and the House Committee on Agriculture, Chesapeake and Natural Resources by December 1, 2025.
