WHEREAS, George William Titus, former long-term treasurer of Loudoun County, died on March 3, 2009; and WHEREAS, born on May 3, 1937, in Leesburg, George Titus graduated from Loudoun County High School and received a bachelor's degree from the Strayer College of Accountancy; and WHEREAS, George Titus was appointed deputy county treasurer in 1957, then became the Loudoun County treasurer in 1958 upon the sudden death of the incumbent; he was elected treasurer in 1959, being the youngest treasurer elected in Virginia, and was reelected eight times—each time without opposition—and retired after 38 years as one of Virginia's longest-serving elected officials; and WHEREAS, George Titus saw phenomenal growth and changes during his tenure in office; Loudoun County's population grew as did the budget and staff and George Titus oversaw the transition from a completely manual system to a fully computerized one; and WHEREAS, a man of great integrity and attention to detail, George Titus personally balanced the county's checkbook down to the penny until the 1990s; and WHEREAS, George Titus generously gave of his time and talents to the community, including as a nearly 50-year member of the Leesburg Host Lions Club; he was also a member of the board of directors of Loudoun Mutual Insurance Company and the board of trustees of Union Cemetery, Inc., and a retired member of the Treasurers' Association of Virginia; and WHEREAS, recognized for his leadership and knowledge at the state level, George Titus was appointed to the State Council on Local Debt by Governor Robb in 1982 and reappointed by Governor Baliles in 1986; and WHEREAS, George Titus received many awards and accolades for his decades of service to the community and Loudoun County, including the 1967 Loudoun County Jaycees Distinguished Service Award, selection as the 1967 Outstanding Treasurer in the Nation by the National Association of County Treasurers and Finance Officers, the 1977–1978 Lion of the Year award from the Leesburg Host Lions Club, the 1995 Citizen of the Year award by the Loudoun County Chamber of Commerce, the 1995 L. Gene Harding Lifetime Achievement Award from the Treasurers' Association of Virginia, and in 2008 the prestigious Melvin Jones Fellow Award for dedicated humanitarian service from the Leesburg Host Lions Club; and WHEREAS, a man of deep and abiding faith, George Titus was a lifelong dedicated member of the Leesburg United Methodist Church, where he served as Sunday School superintendent for 25 years; and WHEREAS, George Titus will be fondly remembered for his kind and generous manner and sorely missed by his loving wife of 46 years, Dorothy Potts Titus; his daughters, Kelli and Kristi, and his two grandsons, Ryan and Andrew; and his numerous friends and admirers; now, therefore, be it RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly note with great sadness the loss of a dedicated public servant and outstanding Virginian, George William Titus; and, be it RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the family of George William Titus as an expression of the General Assembly's respect for his memory. |
