SENATE JOINT RESOLUTION NO. 189
Commending the Community Development Block Grant Program.

WHEREAS, April 2024 has been designated as Community Development Month to celebrate the federal Community Development Block Grant Program's 50th anniversary; and

WHEREAS, the Community Development Block Grant (CDBG) Program is a partnership of federal, state, and local governments and community, nonprofit, and business organizations to support the development of affordable housing benefiting low-to-moderate-income individuals and households, including older adults, children, people with disabilities, residents of manufactured housing communities, the workforce essential to economic health and growth, and those experiencing chronic and frequent homelessness; and

WHEREAS, the supply of affordable housing opportunities is the critical foundation to support the stability and success of all residents, neighborhoods, and communities within Fairfax County and across the Commonwealth; and

WHEREAS, the CDBG Program has facilitated the implementation of local strategies and initiatives to increase the availability of adequate and affordable housing and to improve access to amenities that promote healthy neighborhoods; and

WHEREAS, people of color are disproportionately negatively impacted by the lack of available affordable housing within Fairfax County; and

WHEREAS, the CDBG Program is critical to effecting racial and social equity policies prioritizing inclusivity and shared prosperity for all Fairfax County residents; and

WHEREAS, the CDBG Program has been essential to the development of projects, such as North Hill, The Arden, and Little River Glen, as well as nonprofit, scattered-site acquisitions for affordable rental housing; and

WHEREAS, for five decades, the CDBG Program has contributed to the development of public facilities, infrastructure, and supportive services, including the Hybla Valley Community Center, home repair for the elderly, and homeownership down payment assistance; and

WHEREAS, the CDBG Program has provided important resources to Fairfax County's Consolidated Community Funding Pool (CCFP), a competitive funding process for human services programs developed and administered by nonprofits and community-based organizations; and

WHEREAS, CDBG funding allocated to organizations through the CCFP serves as an investment and catalyst for strengthening the human services network of programs available for Fairfax County residents; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby commend the Community Development Block Grant Program on the occasion of its 50th anniversary for the important contributions this landmark program has made to the Commonwealth, Fairfax County, and its residents; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare copies of this resolution for presentation to the appropriate elected and appointed officials of Fairfax County as an expression of the General Assembly's admiration for the county's commitment to leveraging Community Development Block Grant Program funding to develop affordable housing production, preservation, and financing for its residents over the past 50 years.
