WHEREAS, Ralph Williams, an exemplary law-enforcement professional who faithfully served the residents of Stafford County as a member of the Stafford County Sheriff's Office since 1971 and as sheriff of Stafford County from 1990 to 1999, died on July 5, 2012; and WHEREAS, dedicated to the safety and well-being of his fellow residents, Ralph Williams decided to pursue a career in law enforcement and joined the Stafford County Sheriff's Office as a patrol deputy in November 1971; and WHEREAS, Ralph Williams earned the respect of his colleagues and superiors as he rose through the ranks, serving as detective and captain of the Division of Field Operations and Division of Criminal Investigations before his election as sheriff in 1990; and WHEREAS, as sheriff of Stafford County until his retirement in 1999, Ralph Williams helped modernize the Sheriff's Office with the use of new technology and investigative techniques to better serve county residents; and WHEREAS, a graduate of the FBI National Academy and the Virginia Forensic Science Academy, Ralph Williams also received training in narcotics, special weapons and tactics, forensics, photography for law enforcement, and terrorism and hostage negotiations; and WHEREAS, a highly trained law-enforcement professional, Ralph Williams implemented innovative strategies to ensure that his deputies received the best possible training and served as a role model and mentor; and WHEREAS, Ralph Williams encouraged positive community relations, organizing volunteer programs to aid in that effort and serving as the 1996 Special Olympics Virginia Law Enforcement Torch Run chair; and WHEREAS, Ralph Williams was honored for his outstanding service with recognition as the Outstanding Policeman of the Year by the Stafford Jaycees, the Fraternal Order of Police, and American Legion Post 290; and WHEREAS, over the course of his nearly three decades with the Stafford County Sheriff's Office, Ralph Williams made many valuable contributions to public safety while building upon Stafford County's long and proud history in law enforcement; and WHEREAS, Ralph Williams will be fondly remembered and greatly missed by his wife of 50 years, Connie; children, Matthew and Scott, and their families; numerous other family members and friends; and the local law-enforcement community; now, therefore, be it RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby note with great sadness the loss of an admired law-enforcement professional, Ralph Williams; and, be it RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the family of Ralph Williams as an expression of the General Assembly's respect for his memory. |
