WHEREAS, Ross A. Mugler, a distinguished public servant who has served as commissioner of the revenue for the City of Hampton for the past 32 years, retired on December 31, 2024; and
WHEREAS, Ross Mugler holds a bachelor's degree in business administration and a master's degree in public administration from Old Dominion University and has been accredited as a master commissioner of the revenue by the University of Virginia's Weldon Cooper Center for Public Service; and
WHEREAS, from 1985 until he was elected commissioner of the revenue in 1992, Ross Mugler served in the finance and marketing divisions at Newport News Shipbuilding; and
WHEREAS, as commissioner of the revenue of the City of Hampton, Ross Mugler was responsible for overseeing the city's tax collection efforts to ensure the proper functioning of the city's government and services; and
WHEREAS, beyond his work with the City of Hampton, Ross Mugler has given generously of his time for the benefit of the Hampton Roads region through his service on the boards of various local organizations, including the Thomas Nelson Community College Education Foundation, the Hampton Education Foundation, the Virginia Living Museum, and the Virginia Air and Space Science Center; and
WHEREAS, during his tenure as president of the Hampton Arts Foundation, Ross Mugler spearheaded the $4 million fundraising campaign that enabled the expansion of the American Theatre in Hampton; and
WHEREAS, in recognition of his experience and expertise, Ross Mugler has received several gubernatorial appointments to state organizations and entities, such as the transition team for Governor Ralph Northam, the Virginia 529 Board of Directors, and Old Dominion University's Board of Visitors, on which he served as rector; and
WHEREAS, Ross Mugler has made an impact at the national level as a member of the board of directors for the Association of Governing Boards of Universities and Colleges and the board of advisors for United States Senator Mark Warner; and
WHEREAS, as a testament to his accomplishments in public service, Ross Mugler has been the recipient of a number of accolades over the years, including the Sam T. Barfield Award of Excellence from the Commissioners of the Revenue Association of Virginia in 2015; and
WHEREAS, through his steadfast commitment to his duties as commissioner of the revenue and in his other leadership capacities, Ross Mugler has been integral to Hampton's success over the past three decades, earning the esteem and admiration of all Virginians; now, therefore, be it
RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby commend Ross A. Mugler on the occasion of his retirement as the City of Hampton's commissioner of the revenue; and, be it
RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Ross A. Mugler as an expression of the General Assembly's high regard for his illustrious career in service to Hampton and the Commonwealth and best wishes for a joyful and fulfilling retirement.
