WHEREAS, Colonel James B. Cogbill, USA, Ret., retired from the United States Army after a distinguished career as an intelligence officer that spanned 27 years and included deployments across the nation and around the world; and
WHEREAS, a native of Richmond, James “Jamie” Cogbill was selected as the Reserve Officers' Training Corps (ROTC) Distinguished Military Graduate at Georgetown University and commissioned as an officer in the United States Army in 1997; and
WHEREAS, after graduating from the Military Intelligence Officer Basic Course, Jamie Cogbill was assigned to the 1st Infantry Division in Germany, then deployed to Macedonia as part of the United Nations Preventative Deployment Force in Macedonia in 1998 and to Kosovo as part of Task Force Falcon in 1999; and
WHEREAS, Jamie Cogbill further advanced his education and training, then was assigned to the 319th Military Intelligence Battalion at what is now Fort Liberty; he subsequently completed deployments to Afghanistan and Iraq; and
WHEREAS, Jamie Cogbill returned to the United States and served as a Joint Chiefs of Staff intern while earning a master's degree from Georgetown University, then was stationed at the Pentagon as a military assistant to the executive secretary of the U.S. Department of Defense and chief of biometrics for the Army G-2; and
WHEREAS, Jamie Cogbill next attended the Command and General Staff College at Fort Leavenworth, Kansas, returned to Germany with the 66th Military Intelligence Brigade and the 24th Military Intelligence Battalion, then served as deputy chief of CJ2 Operations for the International Security Assistance Force Joint Command in Afghanistan from 2012 to 2013; and
WHEREAS, beginning in July 2013, Jamie Cogbill served as the G-2 of the Brigade Modernization Command at Fort Bliss, Texas, where he developed the intelligence architecture and threat scenarios for operational tests of mission command systems, including the Distributed Common Ground System-Army; and
WHEREAS, from 2013 to 2015, Jamie Cogbill served as commander of 205th Military Intelligence Battalion at Fort Shafter, Hawaii, where he led intelligence analysis and production, counterintelligence, and human intelligence for United States Army Pacific; and
WHEREAS, from 2017 to 2018, Jamie Cogbill served as deputy G-2 of XVIII Airborne Corps at Fort Liberty, supporting worldwide contingency missions and planning; he completed his final deployment to Afghanistan from 2019 to 2020 as a member of the headquarters of the Resolute Support Mission as director of intelligence operations; and
WHEREAS, Jamie Cogbill returned to the Commonwealth in 2020 and led the Virginia Polytechnic Institute and State University (Virginia Tech) and Radford University Army ROTC programs, representing more than 500 Cadets and 30 Cadre, until 2024; and
WHEREAS, among many awards and decorations, Jamie Cogbill received the Legion of Merit, Bronze Star Medal, Defense Meritorious Service Medal with two oak leaf clusters, the Meritorious Service Medal with five oak leaf clusters, and the Joint Service Commendation Medal; and
WHEREAS, after his well-earned retirement from active-duty military service, Jamie Cogbill joined the Virginia Tech Corps of Cadets as deputy director for the Rice Center for Leader Development and the director for the Defense Civilian Training Corps in the Virginia Tech National Security Institute; now, therefore, be it
RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby commend Colonel James B. Cogbill, USA, Ret., for his service to the nation on the occasion of his retirement from the United States Army; and, be it
RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Colonel James B. Cogbill, USA, Ret., as an expression of the General Assembly's admiration for his legacy of achievements during his honorable military career.
