WHEREAS, since 2021, Carlos Del Toro has ably served the nation as the Secretary of the Navy, ensuring that the 900,000 Sailors, Marines, reservists, and civilian personnel around the globe receive the support they need to maintain the freedom of the seas and protect American interests worldwide; and
WHEREAS, born in Havana, Cuba, Carlos del Toro and his family came to the United States as refugees in 1962; after settling in the Hell's Kitchen neighborhood of New York City, he attended public schools and earned an appointment to the United States Naval Academy; and
WHEREAS, Carlos Del Toro graduated with a bachelor's degree in electrical engineering and was commissioned as a surface warfare officer in 1983; he subsequently continued his education by earning master's degrees from the Naval War College, the Naval Postgraduate School, and George Washington University; and
WHEREAS, over the course of his 22-year career in the United States Navy, Carlos Del Toro completed numerous tours of duty at sea, including as the first commanding officer of the guided missile destroyer USS Bulkeley; and
WHEREAS, Carlos Del Toro was also selected as the senior executive assistant to the director for program analysis and evaluation in the Office of the Secretary of Defense and as the special assistant to the director and deputy director of the Office of Management and Budget, where he oversaw budgets for the U.S. Department of Defense, the U.S. Department of State, and the Central Intelligence Agency, among others; and
WHEREAS, Carlos Del Toro retired from the United States Navy with the rank of commander, then joined the private sector as the founding president and chief executive officer of SBG Technology Solutions, Inc., which supported a number of national defense programs related to shipbuilding, acquisitions, artificial intelligence cybersecurity, space systems, health, and training; and
WHEREAS, during this period, Carlos Del Toro lived in the Stafford area, and he provided his leadership and insights to the University of Mary Washington Board of Visitors as a member from 2014 to 2018; and
WHEREAS, President Joseph R. Biden nominated Carlos Del Toro as the civilian head of the U.S. Department of the Navy in June 2021, and he was sworn in as the 78th Secretary of the Navy the following August; and
WHEREAS, as Secretary of the Navy, Carlos Del Toro has led efforts to secure crucial equipment and enhance training programs, address the challenges of confronting both asymmetric threats and peer adversaries simultaneously, account for climate instability, and maintain a strong esprit de corps; now, therefore, be it
RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby commend Carlos Del Toro for his outstanding service as Secretary of the Navy; and, be it
RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Carlos Del Toro as an expression of the General Assembly's admiration for his distinguished military career and legacy of service to the Commonwealth and the United States.
