The Committee on Health and Human Resources moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

Eng. Com. Sub. for House Bill 4059— A Bill to amend and reenact §9-6-4 of the Code of West Virginia, 1931, as amended, relating exemptions from classified service, clarifying that all new Department of Health and Human Resources' Deputy Commissioners are policy making positions exempt from civil service and exempting persons employed as attorneys from the civil service.
