Senator Rucker moved to amend the amendment on page 1, section 1, line 14, after the word "state" by adding the words "but does not include entities governed by the provisions of the Health Insurance Portability and Accountability Act of 1996, 42 U.S.C. 1320d et seq., or the Gramm Leach Bliley Act, 15 U.S.C. 6801, et seq.";

On page 5, section 2, line 29, after the word "satisfies" by inserting the words 'by clear and convincing evidence";

On page 5, section 2, line 34, after the word "satisfies" by inserting the words 'by clear and convincing evidence";

And,

On page 5, section 2, after line 38, by striking out lines 39 through 41.
