Bill Title: Relating to registration plates

The purpose of this bill relates to registration plates generally. The bill authorizes special registration plates; establishes fees; and reorganizes the operative code provision for ease of administration. The legislation also creates a special registration plate for the judges of the Intermediate Court of Appeals. The legislation establishes a $15 annual fee for this plate in addition to all other fees required. Division estimates that programming costs for the cash register of $2,990 (26 hrs. X 115/hr.). The average cost of similar plates is $3.10 ($6.05 special plate - $2.95 Class A) more than the standard Class A plate. There are three judges of the Intermediate Court of Appeals Producing an increased plate cost of $9.30 ($3.10 X 3). Total first year expense is $2,999 ($2,990 + $9). The bill establishes a $15 annual fee which produces revenue of $45 ($15 X 3).
