Bill Title: Eliminating West Virginia Greyhound Breeding Development Fund

If enacted, House Bill 4275 would eliminate the West Virginia Greyhound Breeding Development Fund and would redirect revenues from that Fund. House Bill 4275 would have no fiscal impact on the WV Offices of the Insurance Commissioner. Please see the memorandum section of this fiscal note for additional information.
Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years.
If enacted, House Bill 4275 would eliminate the West Virginia Greyhound Breeding Development Fund and would redirect revenues from that Fund. House Bill 4275 would have no fiscal impact on the WV Offices of the Insurance Commissioner. House Bill 4275 strikes through the language related to revenues from the video lottery that were dedicated to the Workers' Compensation Debt Reduction Fund. There have been no deposits to the WC Debt Reduction Fund since fiscal year 2018, so the elimination of the language provides necessary technical clean-up.
