Bill Title: Increase some benefits payable from Crime Victims Compensation Fund

Summarize in a clear and concise manner what impact this measure will have on costs and revenues of state government. This bill increases the amounts of payable benefits to victims of crime for travel to court proceedings and relocation expenses. It also increases the amount of payable benefits for mental health counseling for secondary victims. The limits on these benefits have been in place for approximately fifteen years. This bill also expands the definition of work loss to include the time a victim takes off from work in order to attend court proceedings associated with the prosecution of the offender.
Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years. The fiscal impact of each year is dependent upon the number of claims filed with the Crime Victims Compensation Fund and the nature of the benefits requested by each claimant. Each year, the Fund receives a federal VOCA grant which reimburses the Fund for approximately 70% of the state funds expended on behalf of crime victims. The numbers listed above are estimates but are consistent with average costs and benefits currently being paid out to innocent victims of crime by the Fund. Revenue numbers reflect the anticipated federal VOCA grants as well as restitution collected from offenders.
