Bill Title: Requiring medically necessary care and treatment to address congenital anomalies associated with cleft lip and cleft palate

The purpose of this bill is to require coverage for newly born children up to the age of 19 for medically necessary congenital anomalies of cleft lip and palate. The Department estimates no fiscal impact as the Bureau for Medical Services currently provides these services.
Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years.
