Bill Title: Providing for salary supplement and expense reimbursements for licensed school psychologist

The West Virgina Department of Education is unable to provide a cost estimate for the proposed legislation due to insufficient data on the number of school psychologists that have a license in school psychology from the West Virginia Board of Examiners of Psychologists.
The proposed legislation would make school psychologists who hold a license in school psychology from the WV Board of Examiners of Psychologists eligible for the same annual salary supplement and expense reimbursements that school psychologists who attain national professional certification by the National Association of School Psychologists are eligible. The WVDE does not currently have any data on the number of school psychologists employed by county boards who are licensed by the WV Board of Examiners of Psychologists. There are currently 102.055 psychologists employed by the county boards (FTE Basis). Of the 102.055 psychologists, 51.955 currently hold the national professional certification. This leaves 50.100 psychologists who could possibly be eligible for the $2,500 supplement, therefore, the maximum additional cost to the state would be $148,696 which is broken down as followed: Step 1 Allowance for Professional Educators - $125,250 Step 3 Fixed Charges - $10,383 Step 6b Substitute Costs - $3,131 Retirement - $9,932 Total- $148,696
