Bill Title: Adding Division of Corrections and Rehabilitation employees to Survivor Benefits Act

The passage of this bill would allow WVDCR facility staff to utilize this program, if it was determined their death was a proximate result of their job duty. WDCR staff work in congregate facilities where exposure to COVID is nearly impossible to avoid. Since the beginning of the pandemic, it is estimated that four WVDCR staff have died because of COVID, however, it is uncertain how many of those would be certified a death as proximate result of their duty, therefore, we would estimate the fiscal impact to the state of West Virginia would be at most $200,000 to $400,000.
Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years.
