A BILL to amend the Code of West Virginia, 1931, as amended, by adding thereto a new section, designated §17-16A-13b, relating to requiring the West Virginia Parkways Authority to accept the use of credit and debit cards for paying tolls on the West Virginia Turnpike.
Be it enacted by the Legislature of West Virginia:
ARTICLE
16A. WEST VIRGINIA PARKWAYS ECONOMIC DEVELOPMENT AND TOURISM AUTHORITY.
§17-16A-13b. Collection of tolls through credit and debit cards.
(a) By July 1, 2022 the Parkways Authority shall implement procedures that allow tolls on the West Virginia Turnpike to be paid by credit and debit cards with technology designed to ensure that the transaction processing speed supports operational requirements. The authority shall adjust the amount of the toll charged to those who choose to use that method of payment so that the amount collected is enough to cover all charges against the authority by the credit card company or bank for accepting payment through the card: Provided, That the Parkways Authority shall implement procedures by July 1, 2021 if the dollar amount submitted on the winning request for quotation is less than $250,000.
(b) The authority may limit the number of toll booths that accept payment by credit and debit cards at each toll collection point.
(c) Parkways Authority shall produce an annual progress report to the Joint Committee on Government and Finance no than December 31st until the project is complete.”
NOTE: The purpose of this bill is to require the West Virginia Parkways Authority to accept the use of credit and debit cards for paying tolls on the West Virginia Turnpike.
