HOUSE CONCURRENT RESOLUTION 27

Requesting the Division of Highways name a portion of Laurel Dale Road, WV 93 beginning at the southern edge of the James Gilbert Bosley Memorial Bridge, Latitude 39.339076, Longitude -79.067612, ending at the Laurel Dale Community Church, Latitude 39.312443, -Longitude 79.088201, in Mineral County, the "U. S. Army Brigadier General Edmund Francis Roleff Memorial Road".

Whereas, Brigadier General Edmund Francis "Frank" Roleff was born on June 10, 1941, to Sarah Virginia and Edmund F. Roleff, Sr., in Nashville, Davidson County, Tennessee; and

Whereas, Frank was commissioned as a second lieutenant of armor in the United States Army in May 1964 at Middle Tennessee State College; and

Whereas, Frank served in the U.S. Army through active service, individual ready reserve, and with the West Virginia National Guard. Frank's service included assignments in the Republic of Vietnam, as an Assistant Professor of Military Science at Potomac State College, as Assistant Chief of Staff at the West Virginia National Guard Headquarters, and as Commander of the Army Training Site at Camp Dawson in Kingwood, WV;

Whereas, Frank retired from the U.S. Army as a Colonel with a total of 30 years, 10 months, and 24 days of service. His military decorations include the Legion of Merit, Bronze Star, Meritorious Service Medal, Army Commendation Medal with two oak leaf clusters, National Defense Service Medal, Armed Forces Service Medal, Vietnam Service Medal, and Vietnam Campaign Medal with 60 device; and

Whereas, Frank was promoted to Brigadier General and transferred to the State Retired List on August 1, 2010;

Whereas, Frank was an active member of Boyce-Houser Post #41, American Legion, Keyser, through which his work was instrumental in bringing the Vietnam "Wall that Heals" display to Mineral County; and

Whereas, Frank was "a Tennessean by birth, and a West Virginian by choice." Frank had a passion for history and historical restoration. His first major restoration project was the restoring of the 200-year-old log house at Claysville, which he accomplished by using old tools and methods such as draw knives and water tube leveling methods; and

Whereas, Frank was an active contributor to the Mineral County Historical Society, through which he headed and participated in many important historical renovation projects; and

Whereas, Frank died on July 3, 2024, and was interred with military honors in the Thrush Cemetery in Antioch;

Whereas, It is fitting that an enduring memorial be established to commemorate Brigadier General Edmund Francis "Frank" Roleff and his contributions to our state and country; therefore, be it

Resolved by the Legislature of West Virginia:

That the Division of Highways is hereby requested to name a portion of Requesting the Division of Highways name a portion of Laurel Dale Road, WV 93 beginning at the southern edge of the James Gilbert Bosley Memorial Bridge, Latitude 39.339076, Longitude -79.067612, ending at the Laurel Dale Community Church, Latitude 39.312443, -Longitude 79.088201, in Mineral County, the "U. S. Army Brigadier General Edmund Francis Roleff Memorial Road"; and, be it

Further Resolved, That the Division of Highways is hereby requested to have made and be placed signs at both ends identifying the portion of road as the "U. S. Army BG Frank Roleff Memorial Road"; and, be it

Further Resolved, That the Clerk of the House is hereby directed to forward a copy of this resolution to the Commissioner of the Division of Highways.
