HOUSE CONCURRENT RESOLUTION 85

(By Delegates Howell, W. Clark, Campbell, Lucas, E. Pritt, Fehrenbacher, Moore, Thorne, Dittman, DeVault, and Willis)

Requesting the Joint Committee on Government and Finance study the effect of the state requiring public service districts to move forward when projects are fully funded.

Whereas, The Legislature finds that, concerning water and sewer extensions, sometimes money is available but, for non-funding decisions, the public service district still refuses to complete the project; and

Whereas, sometimes unannounced development projects may need extensions beyond the time originally budgeted for; therefore, be it

Resolved by the Legislature of West Virginia:

That the Joint Committee on Government and Finance study the effect of requiring public service districts to move forward when projects are fully funded; and be it

Further resolved, That the Joint Committee on Government and Finance shall report to its findings, conclusions, and recommendations along with drafts of any legislation necessary to effectuate its recommendations during the Regular Session of the Legislature in 2025; and be it

Further resolved, That the expenses necessary to conduct this study, prepare a report, and draft necessary legislation will be paid from legislative appropriations of the Joint Committee on Government and Finance.
