Memorializing the life of the Honorable Warren Randolph McGraw, Sr., former member of the West Virginia House of Delegates, former President of the West Virginia Senate, former Chief Justice of the West Virginia Supreme Court of Appeals, statesman, and dedicated public servant.
Whereas, The Honorable Warren Randolph McGraw, Sr., was born May 10, 1939, in Wyoming County, the son of the late Darrell V. and Julia (Zekany) McGraw; and
Whereas, The Honorable Warren Randolph McGraw, Sr., earned his undergraduate education at Morris Harvey College, his graduate education at West Virginia University, and his Juris Doctor at Wake Forest University Law School; and
Whereas, The Honorable Warren Randolph McGraw, Sr., was elected to the West Virginia House of Delegates in 1968, where he served two terms; and
Whereas, The Honorable Warren Randolph McGraw, Sr., was elected to the West Virginia Senate in 1972, and re-elected in 1976 and 1980; and
Whereas, The Honorable Warren Randolph McGraw, Sr., was elected as the President of the West Virginia Senate in 1980, and was re-elected as President in 1982; and
Whereas, The Honorable Warren Randolph McGraw, Sr., during his tenure in the Senate, served on the Committees on Agriculture, Confirmations, Education, Elections, Finance, Military, Natural Resources, Transportation, Purchasing Practices, and Procedures Commission. President McGraw also served as Chair of the Senate Committee on Rules and as Co-chairman of the Joint Committee on Government and Finance, Commission on Interstate Cooperation, Post Audits, Joint Rules, and Commission on Special Investigations; and
Whereas, The Honorable Warren Randolph McGraw, Sr., was elected to the Supreme Court of Appeals of West Virginia in 1998, and served as Chief Justice of the Court in 2001; and
Whereas, The Honorable Warren Randolph McGraw, Sr., served the citizens of Wyoming County as an elected member of the Board of Education (1986), County Prosecutor (1996), and as Circuit Court Judge (2008 and 2016), until his retirement in May 2021; and
Whereas, Sadly, the Honorable Warren Randolph McGraw, Sr., passed away on June 14, 2023, bringing an end to a storied life that was dedicated to public service, and leaving behind a grateful state; and
Whereas, It is fitting that the Senate honors the life and legacy of the Honorable Warren Randolph McGraw, Sr., who dedicated more than half a century of public service to the citizens of Wyoming County and the state of West Virginia; therefore, be it
Resolved by the Senate:
That the Senate hereby memorializes the life of the Honorable Warren Randolph McGraw, Sr., former member of the West Virginia House of Delegates, former President of the West Virginia Senate, former Chief Justice of the West Virginia Supreme Court of Appeals, statesman, and dedicated public servant; and, be it
Further Resolved, That the Senate extends its sincere condolences to the family of the Honorable Warren Randolph McGraw, Sr., on his passing; and, be it
Further Resolved, That the Clerk is hereby directed to forward a copy of this resolution to the family of the Honorable Warren Randolph McGraw, Sr.
