AN ACT
amending section 28‑643, Arizona Revised Statutes; amending title 28, chapter 3, article 21, Arizona Revised Statutes, by adding section 28‑1203; relating to traffic regulation.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Section 28-643, Arizona Revised Statutes, is amended to read:
28-643. Local traffic control devices
Local authorities in their respective jurisdictions shall place and maintain the traffic control devices on highways under their jurisdiction as they deem necessary to indicate and to carry out this chapter or local traffic ordinances or to regulate, warn or guide traffic. All traffic control devices erected shall conform to the manual and specifications prescribed in section 28‑641, including the specification that the yellow light duration must be at least three seconds.
Sec. 2. Title 28, chapter 3, article 21, Arizona Revised Statutes, is amended by adding section 28-1203, to read:
28-1203. Red light running
A violation of article 3 of this chapter that is detected by a photo enforcement system may only result in a traffic ticket and complaint if the photo enforcement system photographs the vehicle involved in the violation at least one second after the traffic control signal turns to a steady red signal.
