A CONCURRENT RESOLUTION
Proposing an amendment to the Constitution of Arizona; amending article X, Constitution of Arizona, by adding section 12; relating to state trust lands.

Be it resolved by the House of Representatives of the State of Arizona, the Senate concurring:
1. Article X, Constitution of Arizona, is proposed to be amended by adding section 12 as follows if approved by the voters and on proclamation of the Governor:
Lease of lands for veterans' cemeteries
12.Section 12. The legislature shall provide for the leasing or other disposition of lands for use as veterans' cemeteries as follows:
1. The use of the lands shall be transferred to a state or federal agency or institution established solely for the benefit of veterans of the uniformed services of the United States.
2. Notwithstanding section 3 of this article, the disposition shall be without advertisement or auction.
3. Each parcel shall be located in an urbanized area of this state selected by the veterans' services agency or institution according to need. Each parcel shall not exceed two hundred fifty acres in size.
4. The provisions of this article relating to consideration and compensation of existing lessees apply to any disposition of lands under this section.
5. The conveyance shall provide for the reversion of any lands to this state upon any use of the lands other than as a veterans' cemetery, including necessary operation and maintenance activities.
2. The Secretary of State shall submit this proposition to the voters at the next general election as provided by article XXI, Constitution of Arizona.
