A CONCURRENT RESOLUTION
proposing an amendment to the constitution of arizona; amending article IX, constitution of arizona, by adding section 25; relating to the state budget.

Be it resolved by the House of Representatives of the State of Arizona, the Senate concurring:
1. Article IX, Constitution of Arizona, is proposed to be amended by adding section 25 as follows if approved by the voters and on proclamation of the Governor:
25. Budget continuation; use of monies
Section 25. A. if a state department or agency budget for the next fiscal year has not been enacted by June 30, the current fiscal year's budget for the department or agency shall continue in effect until the new budget for the agency or department has been enacted, notwithstanding funding formulas approved by initiative or referendum for specific purposes or funds.
B. If a state department or agency budget for the next fiscal year has not been enacted by June 30, and remaining unbudgeted monies are inadequate to fund the current fiscal year's budget, the budget for the department or agency shall be reduced proportionately, notwithstanding funding formulas approved by initiative or referendum for specific purposes or funds.
C. Appropriations and expenditures of any budget stabilization fund or similar fund monies in any fiscal year may occur only if state general fund revenue is less than the previous fiscal year.
2. The Secretary of State shall submit this proposition to the voters at the next general election as provided by article XXI, Constitution of Arizona.
