A JOINT RESOLUTION

RECOGNIZING APRIL 2014 AS CHILD ABUSE PREVENTION MONTH IN ARIZONA.

(TEXT OF BILL BEGINS ON NEXT PAGE)

Whereas, in fiscal year 2012, Arizona's Child Protective Services received more than 40,000 reports involving the alleged maltreatment of more than 64,000 children in Arizona; and

Whereas, of those 40,000 reports, approximately 3,000 of them became substantiated allegations of child abuse, indicating that there are roughly eight children each day who are in need of help in Arizona; and

Whereas, more than 14,000 abused and neglected Arizona children reside in foster care today because they cannot live safely in their homes; and

Whereas, child abuse leaves cross-generational damage, as thirty per cent of abused and neglected children will grow up to abuse their own offspring.  Thirty-seven per cent of all women in prison and fourteen per cent of all men in prison were abused as children; and

Whereas, the long-term effects of child abuse include improper brain formation, an inability to trust, low self-esteem and increased vulnerability to posttraumatic stress disorder, sexually transmitted diseases, heart disease, cancer and depression; and

Whereas, every child deserves a loving family, a safe home and the opportunity to grow into an upstanding and responsible member of society; and

Whereas, we must work together to support the efforts of all those who take children into their homes and hearts because the community as a whole suffers in every case of child abuse and neglect.

Therefore

Be it resolved by the Legislature of the State of Arizona:

That the Members of the Legislature and the Governor of the State of Arizona proclaim April 2014 as Child Abuse Prevention month in Arizona and encourage the citizens and lawmakers of this state to support child abuse prevention and education efforts.
