Nothing in Section 4090 limits Section 4090 does not limit the authority of the State Department of Health Care Services to delegate the evaluation and enforcement of the program standards to a county mental health program when if a licensed social rehabilitation facility has a contractual relationship with a county mental health program and the county has requested the delegation.

An act to amend Section 4091 of the Welfare and Institutions Code, relating to mental health.

Mental health programs: standards: delegation.
Existing law requires the State Department of Health Care Services to establish standards for specified mental health programs and to apply those standards to any facility licensed as a social rehabilitation facility. Under existing law, this requirement, however, does not limit the authority of the department to delegate the evaluation and enforcement of the program standards to a county mental health program if a licensed social rehabilitation facility has a contractual relationship with a county mental health program and the county has requested the delegation.
This bill would make technical, nonsubstantive changes to that latter provision governing delegation.
