An act to add Section 9149.18 to the Government Code, relating to the Legislature.

AB 1650, as introduced, Cooley. Capitol Park.
Existing law establishes the Historic State Capitol Commission for the purpose of, among others, reviewing and advising the Legislature on any development, improvement, or other physical change in any aspect of the historic State Capitol, as defined to include Capitol Park upon the adoption of a master plan regarding Capitol Park by the Joint Rules Committee.
This bill would require any development, improvement, or other physical change in any aspect of Capitol Park to be approved by the Joint Rules Committee regardless if a master plan regarding Capitol Park has been adopted by the Joint Rules Committee, as specified.

The people of the State of California do enact as follows:


SECTION 1.

 Section 9149.18 is added to the Government Code, to read:

9149.18.
 Notwithstanding Section 9149.1, any development, improvement, or other physical change in any aspect of Capitol Park shall be approved by the Joint Rules Committee. This section does not alter, limit, or negate the authority of the Department of General Services or the Department of the California Highway Patrol to establish rules and regulations pertaining to the State Capitol building and grounds as authorized by Section 14685.
