An act to add Section 48980.6 to the Education Code, relating to pupil instruction.

AB 1796, Alanis. Pupil instruction: course offerings: parental notification.
Existing law requires the governing board of a school district to annually notify parents or guardians of minor pupils of specified rights and responsibilities of the parent or guardian and of specified school district policies and procedures. Existing law requires, as part of the annual notification, a school district offering any of grades 9 to 12, inclusive, to provide the parent or guardian of each minor pupil enrolled in any of those grades in the school district with written notification that includes, among other things, a brief explanation of college admission requirements and a brief description of what career technical education is, as provided.
This bill would require a school district, county office of education, or charter school to annually notify the parents or guardians of pupils admitted to, or advancing to, grades 7 to 12, inclusive, of specified courses offered by the local educational agency, as provided. The bill would require school districts to provide this notice as part of the annual notification required by the above-described provisions. By imposing additional duties on local educational agencies, the bill would impose a state-mandated local program.
The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement.
This bill would provide that, if the Commission on State Mandates determines that the bill contains costs mandated by the state, reimbursement for those costs shall be made pursuant to the statutory provisions noted above.

The people of the State of California do enact as follows:


SECTION 1.

 Section 48980.6 is added to the Education Code, to read:

48980.6.
 (a) (1) At the beginning of the first semester or quarter of the regular school term, a local educational agency shall notify the parents or guardians of pupils admitted to, or advancing to, grades 7 to 12, inclusive, of any dual enrollment or International Baccalaureate courses offered by the local educational agency.
(2) School districts shall provide the notice as part of the annual notification required pursuant to Section 48980.
(b) For purposes of this section, “local educational agency” means a school district, county office of education, or charter school.

SEC. 2.

 If the Commission on State Mandates determines that this act contains costs mandated by the state, reimbursement to local agencies and school districts for those costs shall be made pursuant to Part 7 (commencing with Section 17500) of Division 4 of Title 2 of the Government Code.
