LEGISLATIVE COUNSEL'S DIGEST
Existing law provides for the California Work Opportunity and Responsibility to Kids (CalWORKs) program, under which each county provides cash assistance and other benefits to qualified low-income families and individuals using federal Temporary Assistance to Needy Families (TANF) block grant program, state, and county funds. Existing law generally requires a recipient of CalWORKs benefits to participate in welfare-to-work activities as a condition of eligibility for aid.
This bill would make a household that is terminating its participation in a TANF-funded or state maintenance of effort-funded cash assistance program, or a state-funded cash assistance program that provides assistance to families with children, eligible for transitional CalFresh benefits upon certification and guidance issued by the State Department of Social Services to the county human services agencies.

The people of the State of California do enact as follows:
(a)(1)To the maximum extent permitted by federal law, each county human services agency shall provide transitional CalFresh benefits to households that are terminating their participation in the CalWORKs program.
(2)A household that is terminating its participation in a program described in Section 273.26(a) of Title 7 of the Code of Federal Regulation, as authorized by Section 2020(s) of Title 7 of the United States Code, shall be deemed eligible for transitional CalFresh benefits upon certification and guidance issued by the department to county human services agencies.
(b)To the extent permitted by
federal law, a recipient of transitional CalFresh benefits may participate in the CalFresh Employment and Training program if he or she is not receiving CalWORKs welfare-to-work services pursuant to Section 11320.15, subdivision (b) of Section 11323.2, or Section 11323.25.
