An act to add Section 49605 to the Education Code, relating to pupil services.

Pupil services: local apprenticeship programs.
Existing law authorizes the governing board of a school district to provide a comprehensive educational counseling program for all pupils enrolled in the school district that includes, among other things, assisting pupils in understanding the value of participating in career technical educational pathways, programs, and certifications.
This bill would require a school district, county office of education, or charter school to, at the beginning of the first semester or quarter of each school year, provide information on local apprenticeship programs to pupils in grades 11 and 12, as provided. By imposing additional duties on those local educational agencies, the bill would impose a state-mandated local program.
The California Constitution requires the state to reimburse local agencies and
school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement.
This bill would provide that, if the Commission on State Mandates determines that the bill contains costs mandated by the state, reimbursement for those costs shall be made pursuant to the statutory provisions noted above.

The people of the State of California do enact as follows:
SECTION 1.
Section 49605 is added to the Education Code, immediately following Section 49604, to read:49605.
(a) At the beginning of the first semester or quarter of each school year, a local educational agency shall provide information on local apprenticeship programs to pupils in grades 11 and 12 as follows:(1) A local educational agency shall use the database of registered program sponsors provided on the internet website of the Department of Industrial Relations’ Division of Apprenticeship Standards.
(2) A local educational agency may use contact information contained in the Division of Apprenticeship Standard’s database to obtain information or materials, including, but not limited to, pamphlets or brochures.
(3) If a
local educational agency maintains an internet website, the local educational agency shall make the Division of Apprenticeship Standards’ database accessible through a direct link on its internet website.
(b) For purposes of this section, a “local educational agency” means a school district, county office of education, or charter school.
